Latvia Residence Permit from €50,000? What the Investment Route Really Looks Like in 2026
€50,000 or €150,000? Both figures appear in Latvia’s 2026 discussion of investor residence permits, which makes it easy to draw the wrong conclusion. For an investor, the decisive issue is not the headline but the legal basis that is actually in force: which route can be used now, what additional payments and ongoing requirements apply, and which provisions of the new Immigration Law still need to be checked against the official promulgation and effective date.

Why the €50,000 figure still matters
The Immigration Law currently in force expressly allows a foreign national to request a temporary residence permit for up to five years after investing in the share capital of a Latvian company, either by increasing existing share capital or by contributing capital to a newly established company. Where the company employs no more than 50 people and its annual turnover or balance sheet does not exceed €10 million, the minimum investment is €50,000. With the first residence permit application, the investor must also pay €10,000 to the state budget. No more than ten foreign investors may rely on the same company under this specific basis.
For a company that exceeds the statutory employee and turnover/balance-sheet thresholds, the minimum capital investment is €100,000. The same €100,000 threshold applies to the statutory structure where a Latvian company together with one or more Latvian subsidiaries exceeds the relevant combined indicators.
€50,000 is not the “price of a residence permit”
This distinction is essential. €50,000 is the amount of the capital investment for one specific legal basis. The €10,000 state-budget payment is additional, and the company must satisfy the legal criteria beyond the date of filing. The applicant may also incur state fees for processing and document issuance, translation, legalization or apostille costs, insurance, proof of accommodation and other case-specific expenses.
This is why comparing countries or routes by a single headline number is misleading. An investor should assess the total cash outlay, how long capital is tied up, liquidity, ongoing company requirements, refusal risks, annual registration conditions and whether family members can be included.
What happened in 2026 and where the €150,000 figure comes from
On 11 June 2026 the Saeima adopted a new Immigration Law. On 19 June President Edgars Rinkēvičs returned it to Parliament for reconsideration. The President’s letter specifically discussed a new investment route: a contract and transfer of at least €150,000 for no less than five years through a state-established alternative investment fund manager, together with a €10,000 payment to the state budget.
The President highlighted questions concerning verification of the source of investment funds, the permitted use of those investments and national-security restrictions. On 12 August the responsible Saeima committee reconsidered the law and scheduled it for the 20 August sitting. At our 21 August fact-check, Likumi.lv still displayed the existing Immigration Law as the law in force. Accordingly, the €150,000 fund route should not be presented to a client as a fully operational service without checking official promulgation, the effective date and implementing procedures.
The key issue: the company must remain genuinely compliant
The company-capital route does not end when the money is transferred. Latvia’s residence permit regulations set indicators that are checked when the permit is registered. For the €50,000 route, the company’s tax payments to the state and municipal budgets for the previous reporting year must total at least €40,000; for an incomplete first reporting year, the average threshold is at least €3,300 per month. For the €100,000 routes, the corresponding annual tax amount is at least €100,000 and the incomplete-first-year average is at least €8,300 per month.
For an investor, this means that choosing a company simply because it is cheap to enter can be risky. The business model, taxes, real operations, future reporting and the company’s ability to maintain the legal conditions should be assessed before the investment is made.
Other investment-related routes under the current law
- Qualifying real estate: one property or a statutory combination of properties with a total value of at least €250,000, subject to additional conditions. The first residence permit application includes a state-budget payment equal to 5% of the property value. The law also contains cadastral/market-value, payment-method and land-composition requirements.
- Subordinated liabilities with a credit institution: at least €280,000, a transaction term of at least five years, and a €25,000 payment to the state budget with the first application.
- Investment in company share capital: €50,000 or €100,000 depending on company parameters, plus €10,000 to the state budget and ongoing compliance with the statutory indicators.
Who should consider an investor residence permit
This route is generally relevant to entrepreneurs and investors who have a genuine economic reason to invest in Latvia: operating their own business, participating in an existing company, acquiring qualifying property or making a long-term financial investment. Where the investment exists only to obtain a residence card and there is no plan for maintaining the legal basis, the risk of expensive mistakes increases significantly.
Citizenship must also be checked. Latvia’s Immigration Law contains special restrictions for citizens of the Russian Federation and the Republic of Belarus, so availability cannot be determined by the investment amount alone. The specific basis must be verified for the applicant and family members before any transaction.
Seven costly investor mistakes
- Transferring funds before checking citizenship, transaction structure and legal eligibility.
- Treating €50,000 as the total process cost and failing to budget for the state payment, fees and supporting documents.
- Investing in a company that qualifies on the transaction date but cannot maintain the required tax indicators.
- Failing to prepare source-of-funds evidence and a clear banking/document trail in advance.
- Confusing the current €50,000 company-capital route with the proposed €150,000 state-fund mechanism.
- Buying property based only on the advertised price without checking cadastral value, land composition and seller/payment requirements.
- Leaving family applications until later instead of checking spouse/child documents, means of subsistence, insurance and accommodation from the outset.
Investor checklist before transferring money
- Identify the exact residence-permit basis and confirm that it is available for your citizenship.
- Prepare a full budget: investment, mandatory state payment, government fees and document costs.
- Due-diligence the company or real estate before signing and transferring funds.
- Prepare source-of-funds evidence and a transparent payment chain.
- Model compliance not only for the initial application but for subsequent permit registration.
- Check the basis and document package for family members at the same time.
- Immediately before the final transfer, re-check the current law and PMLP/OCMA procedure.
