Latvia Residence Permit through Investment in Company Share Capital

Requirements for a Latvia residence permit through investment in company share capital
To obtain a temporary residence permit in Latvia through an investment in company share capital, the following requirements must be met.

1. Investment in company share capital
An investment of 50,000 € or 100,000 € must be made in the share capital of a new or existing Latvian company.

2. Company requirements
For a 50,000 € investment: the company must employ no more than 50 people, and its annual turnover or annual balance sheet total must not exceed 10 million €.
For a 100,000 € investment: the company must employ more than 50 people, and its annual turnover or annual balance sheet total must exceed 10 million €. Specific rules also apply to participation in the share capital of companies under this option.

3. Genuine business activity
The company must carry on genuine business activity in Latvia.
Registering a company and paying money into its share capital is not sufficient on its own. To retain the residence permit, the company must remain genuinely active.

4. Company tax payments
To retain an investor residence permit, the company must make annual tax payments to the Latvian state and municipal budgets of:
- at least 40,000 € per year for a 50,000 € investment;
- at least 100,000 € per year for a 100,000 € investment.

5. Payment to the State budget
When obtaining a residence permit through investment in company share capital, the investor must also pay 10,000 € into the Latvian State budget.
This payment is separate from the amount invested in the company’s share capital.

6. Validity of the residence permit
A temporary residence permit in Latvia based on investment in company share capital may be issued for up to 2 years.
At the end of this period, the investor may apply for a further temporary residence permit, provided that the company continues its business activity and meets the applicable tax payment requirements.

7. Nationality restrictions
Citizens of the Russian Federation and the Republic of Belarus cannot obtain a temporary residence permit in Latvia on the basis of a new investment in company share capital.

Frequently asked questions about Latvia’s investor residence permit
What documents are required for a residence permit through investment in company share capital?
The application requires documents confirming the investment in the company’s share capital, a valid passport, evidence of sufficient means of subsistence and any other documents relevant to the investor’s circumstances.
Do I need to prove the source of the funds used for the investment?
Yes. The lawful source of funds must be established when investing in the share capital of a Latvian company.
Supporting evidence may include documents showing business income, salary, dividends, proceeds from the sale of property or other lawful sources.
Can the investor’s spouse and children also obtain residence permits?
Yes. The investor’s spouse and minor children may obtain temporary residence permits in Latvia together with the investor.
A separate set of documents must be prepared for each family member, including evidence of the family relationship and sufficient means of subsistence.
Do I need to show sufficient means of subsistence for an investor residence permit?
Yes. Applicants must show sufficient means of subsistence. In 2026, the minimum amounts are:
- 9,360 € per year (780 € per month) for each investor and spouse;
- 2,808 € per year (234 € per month) for each minor child.
If the whole family applies, the required amount is calculated for each family member.
Must I live in Latvia permanently after obtaining an investor residence permit?
No. An investor residence permit does not require permanent residence in Latvia. The investor may live in another country and travel to Latvia as needed.
The conditions of the investment route must still be met, and the required residence permit registration procedures must be completed on time.
Must the investor personally manage the company in Latvia?
No. The investor does not have to manage the company personally or serve as a member of its management board. The investor may remain a shareholder while management is entrusted to an appointed board.
Can I run another business or work in Latvia with an investor residence permit?
The investor may own shares in other companies and carry on business activities in Latvia.
The right to take up employment depends on the conditions of the residence permit issued. Employment rights must be arranged separately where necessary.
How long does OCMA take to review an investor residence permit application?
OCMA’s review period depends on the State fee selected:
- 30 days — 160 €;
- 10 working days — 280 €;
- 5 working days — 560 €.
The time required to prepare the documents and complete the investment depends on the client’s circumstances and is not included in OCMA’s application review period.
What happens to the residence permit if the company ceases trading or fails to meet its tax obligations?
If the company ceases its business activity or fails to meet the applicable tax payment requirements, the existing residence permit may be revoked or a further application may be refused.
To retain the investor residence permit, the company must continue genuine business activity and meet its tax obligations.
Can I obtain a permanent residence permit in Latvia after holding an investor residence permit?
Yes. After five years of lawful residence in Latvia, an investor may qualify for a permanent residence permit if the applicable requirements are met.
The assessment considers actual residence in Latvia, permitted periods of absence, knowledge of Latvian and other conditions.
An investor residence permit does not in itself guarantee permanent residence.
